SUMMARY: The Public Journalism Club team is seeking a part time Project Finance Officer to contribute to its EU funded project on the human rights situation in Armenia (EU project)․

JOB DESCRIPTION:   The Finance Officer is responsible for assisting in implementing the overall accounting and financial control systems for the EU project. S/he is also responsible for using adequate and appropriate internal financial controls to meet national and EU finance/accounting standards. The Finance Officer will contribute to the project’s financial management strategy, including final accounts preparation, audits and revision of financial policies and procedures.

JOB RESPONSIBILITIES:

The Finance Officer will:

  • Develop financial policies to ensure operational efficiency;
  • Timely preparation and processing of payments by ensuring that all payments are reasonable, allowable, allocable to the project;
  • Review and process the monthly/quarterly files and finance reports;
  • Monitor the expenditures to ensure that project funds are utilized appropriately by the close of the fiscal year;
  • Help with the preparation of internal and external audits and respond to audit queries in a timely manner;
  • Leading the project related budget and working closely with the project team;
  • Provide advice and support to senior management concerning financial objectives;
  • Continually update and develop accounting and administration processes and systems;
  • Responsible for entering financial information and maintaining all financial records for projects and for the organization;
  • Any other duties as assigned from time to time by the supervisor․

REQUIRED QUALIFICATIONS:

  • Master degree in the field of finance and/or a related subjects such as accounting or economics
  • At least 3 years of experience as a finance officer and/or accountant
  • general knowledge of grants and fund accounting;
  • Experience working with the Government, donor and civil society and international organizations;
